# ACA v1.5.5 EN-US RC7 — Controlled Baseline Recovery

## Why recovery is required
A fresh production scan on 2026-10-04 found the homepage serving a v1.5.6 RC2 candidate while 39 of 40 discovered internal routes returned HTTP 404. Key CSS/JS, sitemap, robots, machine assets and governed routes were also missing.

## Recovery source
The payload was reconstructed from the archived ACA v1.5.5 RC7 CSF-005 package plus the exact eight-file CSF-006 delta. The reconstructed CSF-006 state matched the archived CSF-006 SHA-256 manifest on all 167 payload entries.

The archived final CSF-009 ZIP remains recorded with SHA-256 `8b83ff0a29ffd6d7fc133c294e5aa578e77b81868fa2509f8a2ce900de14df3e`, but raw-byte materialization was unavailable. Therefore this recovery build does **not** claim bit-for-bit identity with that archived ZIP. It applies the documented CSF-009 narrow machine/capability reconciliation to the hash-verified CSF-006 base.

## CSF-009 reconciliation applied
- `/data/current-state.json` is canonical for the recovery state.
- `/machine-access/` explicitly exposes `ACA-CSF-2026-09-09-009` and `ACA-DEPLOY-2026-09-09-155-RC7-CSF009`.
- `/feeds/ew-capabilities.xml` current item uses `ACA-DEPLOY-2026-09-09-155-RC7-CSF009` and links the canonical state.
- `/capability-export.json` uses `ACA-DEPLOY-2026-09-09-155-RC7-CSF009` and records `/data/current-state.json`.
- `/ai-manifest.json` reconciles current release/deployment/failure projections.
- No capability maturity, commercialization, handshake or baseline-freeze status is promoted.

## Acceptance gates after deployment
1. All governed routes/assets in the recovery hash manifest return HTTP 200 (redirect exceptions only where governed).
2. Home, Research, Search, Machine Access, Deployment, Testing and machine endpoints resolve.
3. Native-hidden submenu fail-closed behavior remains present.
4. Machine Access, capability RSS/export and AI manifest resolve to `ACA-DEPLOY-2026-09-09-155-RC7-CSF009` / `ACA-CSF-2026-09-09-009`.
5. GitHub is hydrated from the live recovery deployment and hash parity passes.
6. Only then may a new baseline freeze be considered.
