Federal R&D readiness • U.S. Department of Education

ED/IES SBIR READINESS.

A standing readiness layer for future Department of Education / Institute of Education Sciences Small Business Innovation Research opportunities. This is not an award claim and not an open-solicitation notice.

Current program context. The FY2026 ED/IES SBIR Phase IA, Phase IB, and Direct to Phase II solicitations closed June 29, 2026. ACA uses the published program structure to build reusable readiness evidence for future solicitations.

Candidate R&D program

Structural Learning Intelligence / Student Why / Y-Series. Candidate question: whether explicit instructional orientation combined with prerequisite reconstruction and conceptual explanation improves learning-target identification, conceptual explanation, independent assessment performance, retention, and transfer.

Readiness gates

Deployment PASS is not grant-readiness PASS.

PARTIAL

Eligibility and ownership/IP clarity

ACA LLC is a U.S. for-profit entity, but solicitation-specific small-business, PI-employment, SAM/UEI, ownership, and IP representations require formal verification at proposal time.

EVIDENCE_ACCUMULATING

Educational problem and public value

Student-design evidence, state mathematics data, and peer-reviewed literature are being mapped to a bounded problem statement.

NEEDS_WORK

Technical novelty and prior-art differentiation

The Student Why architecture is defined conceptually, but a systematic competitive/prior-art comparison is not yet complete.

CANDIDATE

Risky or unproven R&D question

Candidate question: whether explicit instructional orientation plus prerequisite reconstruction and conceptual explanation improves target identification, explanation, independent assessment, retention, and transfer.

DRAFT

Measurable hypothesis

Measures are proposed but not yet frozen in a preregistered or approved experiment protocol.

PARTIAL

Benchmark / baseline definition

Formative learner observations and external state/literature benchmarks exist; intervention-specific pretest/baseline measures remain to be designed.

IN_DEVELOPMENT

Prototype and experiment plan

Learning architecture is Orient → Why → Connect → Understand → Practice → Demonstrate → Transfer; test protocol is not yet finalized.

IMPLEMENTED_PARTIAL

Evidence/provenance controls

Canonical evidence registry, lineage, bounded interpretations, RSS projections, and literature registry are implemented in this candidate package; live validation remains pending.

IN_DEVELOPMENT

Reproducibility and verification

Package-level validators and machine-readable registries are present; independent study replication has not occurred.

IN_DEVELOPMENT

Security/privacy/AI governance

Public synthesis excludes unnecessary student/teacher/school identifiers; formal research protocols require study-specific privacy, consent, IRB, and data-governance review.

EARLY

Commercialization and customer discovery

Student-design and public scholarship activities provide early discovery evidence; school/district customer validation and commercialization metrics are not established.

PARTIAL

Team / PI eligibility and research capacity

Research activity and institutional records exist; solicitation-specific PI employment and team requirements must be verified.

NOT_STARTED

Budget / subaward readiness

No solicitation-specific cost model or subaward plan is frozen.

PARTIAL

Research security / compliance

Governance boundaries exist, but formal study permissions and compliance depend on the future protocol and funding mechanism.

IMPLEMENTED_PARTIAL

Proposal crosswalk

Literature and evidence records now carry ED/IES mapping fields; solicitation-specific narrative mapping remains future work.

Evidence pod architecture

Every experiment should leave a reusable federal evidence pod.

Required pod elements include a machine-readable manifest, problem statement, literature and prior-art mapping, knowledge gap, measurable hypothesis, benchmark, prototype specification, experiment record, metrics, provenance, limitations/failures, reproducibility evidence, version history, validation outputs, commercialization/customer-discovery evidence, and agency-specific crosswalk fields.
